A reasonable request, but I am reluctant to try to wade into that topic because I don't think a firm line can be drawn. At best we can draw up only general guidelines. But perhaps a general discussion of the idea of cancel culture would shed some light on the topic.
On your second question, I agree with the need for regulations. Humans need referees in many areas of life and the public sphere of communication is one of them. I think it is tricky but possible to have a refereed management of media and public discourse that doesn't slide into totalitarian restriction. I share your goal of finding ways to increase broad social cohesion. It is one of my primary tasks as a philosopher.
