I think you are basically correct, especially because Kant and Hegel had the same interpretation of Rousseau. Where I think Rousseau went wrong was not understanding that the mutual recognition that is present in social interaction is also what governs social life and therefore needs deliberate cultivation as a source of social authority. I see Axel Honneth’s work as a partial correction to this absense in Rousseau’s theory.
