Is the idea of "better" a transcendent unchanging reality like a Platonic Form? Or is "better" a circumstance relative to a situation? If the former, then a definition is difficult, but if the latter, then everyone has an intuitive, pragmatic understanding of the concept even though the applications are relative to circumstances. For example, the intuition that checks and balances in government are pragmatically better than power concentrated without accountability.
