Stoicism was founded by Zeno of Citium in Athens in the early 3rd century BCE. The system he developed was one of logical virtue in contrast to what he saw as the decadence of cosmopolitan Athens. Only the Roman stoics adopted what you are thinking of as cosmopolitanism, but they thought of that more in terms of Roman hegemony.
