The 3/5ths compromise was just that, a compromise between the position that non-voters (Blacks) should not be counted toward apportionment of seats in the House and the ludicrous demand of the slave states that they could get the benefit of Blacks in their states but not extend the vote to Blacks. That the nonslave states compromised at all was to give the slave states more power than they had any legal or moral right.
