The issue is the existence of structures of hierarchical power. The structure is what is important, not who is in what place in the structure. In the case of recent Euro-American history (the primary readership on this platform) the structures of hierarchical power have had whites with the most power. It would be difficult and foolish to deny this state of affairs.
