Will would be a natural consequence of consciousness. Some, like Whitehead, see everything in the universe as having some sort of consciousness and will. If we went with that or other forms of panpsychism, we could say that will is inherent to existence. I am not willing to be universal about consciousness, but I reject the notion that consciousness is a hard problem. Consciousness is; we have it. The salient questions begin from there.
