Yes, Europeans have a different set of cultural influences. I live in central Europe and no one tells me they were much affected by Cernobyl. The fall of the Soviet Union was a much heavier influence, although one could argue that it soon became more a shift of political emphasis than cultural change. For Europeans, the adoption of the Schengen Area (1995) and the Euro (1999) were major cultural shifts.
